Tamil Nadu Governor R. N. Ravi walked out of the Legislative Assembly minutes before Chief Minister M.K. Stalin completed reading out resolutions that demanded the inclusion of only the speech printed and approved by the government. The move came after the House unanimously adopted a resolution seeking to relax Rule 17 of the state assembly, which would have allowed the inclusion of the Governor's speech in the proceedings. Earlier in the day, the Governor, in his customary address to the Assembly, had skipped mentioning the Dravidian model of governance as well as the names of leaders such as Thanthai Periyar, B.R. Ambedkar, and former Chief Ministers K. Kamaraj and C.N. Annadurai. However, he did mention the name of Kalaignar Karunanidhi in another line.
