The Andhra Pradesh government has issued decrees banning public gatherings, road shows, and other forms of extensive public participation throughout the state. This decision was made by using the 30 Police Act in the context of public gatherings and marches on the highways that are inconveniencing the populace and revealing management flaws. The choice was made after 11 fatalities were reported in two separate stampedes that occurred at opposition-organized public meetings. The district administrators were encouraged by the government to choose alternate locations in towns, cities, and villages for meetings, the order stated. The order stated that permission for such meetings may only be given under unusual and exceptional circumstances and for grounds that have been documented in writing. The injunction said that "Police may advise alternate venues away from public roadways provided that the meetings do not disrupt free flow of traffic on public roads and for the safety of the travelling public."
