Tension arose after Telangana Congress leaders visited the Bhupalapally district. The CLP team, which was on its way to the Kaleswaram project, was obstructed by the police. The presence of Congress leaders and their protests made for the police deployment. Police halted CLP leader Bhatti Vikramarka, MLAs Sitakka and Sridhar Babu, and MLC Jeevan Reddy while they were heading to the project. The prevention to the project led to the altercation between Congress leaders and Police. Being told that the visit was not allowed, the leaders camped on the road. Congress leaders launched protest while sitting on the road. In this order, there was an argument between the police and the Congress leaders. There was a scuffle as the cops attempted to take them into custody. Reports stated that CLP leader Bhatti Vikramarka temporarily lost consciousness. Later, Bhatti questioned Police asking whether Section 144 had been implemented or if Kaleshwaram was a restricted area.
