Reforms to replace corruption: CM KCR
Hyderabad, Oct.6: Expressing concern over rampant corruption in some of the departments, Chief Minister K Chandrasekhar Rao today asserted that reforms should take place to cater to the changing needs of people and avoid confusion in extending services.
The people are put to a lot of inconveniences due to corruption, and the Revenue Department should mend its ways to avoid bribery by implementing citizen charter.
KCR also directed the top level officials to make a study tour to other states with more districts and examine the working style and functioning of the departments.
He was addressing an official meeting at MCR HRD here on the re-organization of the districts aimed at providing smooth governance sans corruption. We must offer transparent and corrupt free administration to the people, he said.
The Chief Minister pushed for high-level reforms in the departments which should comprise only required a number of officials and staff who ought to give their best services. Chandrasekhar Rao vouched for a need-based and structural revamp of the departments to serve the purpose of the welfare schemes and developmental programs.
KCR opposed the existence officials of district cadre and others in tribal and forest departments. At the same time, the chief minister favored more activity in forests at Adilabad, Bhupalapally, Mancherial and Kothagudem and also horticulture. If necessary staff should be shifted, increased or decreased according to the requirement in the departments. This will enable the departments to deliver the goods on time more efficiently he observed.
Stating that departments should reorganize to offer better services, he said that public health, survey department and chief planning wing are to be expanded. The government wants to make use of services of the officials for implementing special schemes and then shift them to others for speedy disbursal of the projects. School Education, SSA, RSA should be brought under district level education official and DMHA should monitor family welfare, leprosy, Aids, immunization, training, Malaria and forest officials should monitor wild life, forest, social forest wings and also one official should supervise the minor irrigation, medium and major irrigation wings. As the lakes and reservoirs filled to capacity, it is time for encouraging fish cultivation in municipalities and village panchayats.
KCR asked the officials to go on a study tour of departments to Uttar Pradesh, Somesh Kumar to Madhya Pradesh, Meena to Chattisgarh, Navin Mittal to Haryana, BP Acharya to Orissa, Ajay Mishra to Tamil Nadu and SP Singh to Bihar.
