KCR signs file for Common Rules to ensure civic transfers in State

Telangana Chief Minister K. Chandrasekhar Rao on Tuesdy signed the file for common service rules for the Municipalities and Municipal Corporations in the State. The file would now be forwarded to the President for his assent. Different municipal rules in villages, towns and cities are at present coming in the way of smooth transfer of employees from one civic body to another. Against this background, the teachers working in panchayatiraj and government schools have been demanding common rules for the staff at different levels for ensuring their transfers and so on. While the demand maybe valid, how many would like to move from one place to another, even on a promotion. Besides, the municipal staff in corporations are notoriuos for hanging on to their seat. Once in a seat, they know how much they could make extra in the position. At least the threat of transfer hanging on their head will make them receptive to the people without underhand dealings. Let us the take case of house building for one's own living without commercial plans. How soon can one get a plan approved by the corporation in the city? The answer will determine the efficiency of the staff.
