The conflict arose after O'Brien insisted on a debate on the Manipur issue under rule 267. Leader of the House Piyush Goyal responded by moving a motion to suspend O'Brien, accusing him of "continuously disturbing the proceedings of the House, disobeying the Chair, and continuously creating a disturbance in the House." However, the situation was later clarified by the Rajya Sabha Chairman, who announced that Derek O'Brien had not been suspended. The Chairman explained that the suspension did not take place as voting on the motion to suspend him did not occur.
