On 70th Indian Constitution Day celebrations at Raj Bhavan Hon'ble AP Governor Biswa Bhusan Harichandan spoke about the significance of fundamental Rights & Fundamental Duties. Chief Justice of AP, State ministers, Chief Secratary, DGP & Secretary to Governor were present.

Speaking at the function organized to celebrate the ‘Constitution Day’ also known as ‘Samvidhan Diwas’ at Raj Bhavan premises on Tuesday, Andhra Pradesh Governor Biswa Bhusan Harichandan said the poorest of the poor are not able to get protection of the law as they are not able to come before the court and said it is the duty of the executive, judiciary and social service organizations to stand by them and bring them before the court and ensure that they get equal protedtion of the law. The Governor said Freedom of Speech and Expression guaranteed in the Constitution is not absolute but there is reasonable restriction imposed under the Constitution to safeguard the interests of the nation. He said while people are rushing to the courts for protection of Fundamental Rights, sensible citizens of the country should also observe the Fundamental Duties enshrined in the Constitution.

The Governor said a special session of the Parliament was going to be held in the Central Hall, to commemorate the ‘Constitution Day’ marking 70th Anniversary of the adoption of the Indian Constitution by the Constituent Assembly on 26th November, 1949. Harichandan said the programme was organized at a short notice as the President, in the Governors Conference, desired that a programme be organized by the Raj Bhavans across the country highlighting the importance of the ‘Constitution Day.’ The Governor said it is befitting the occasion to pay tributes to Dr. B.R. Ambedkar, the Architect of the Indian Constitution and other Founding Fathers of the Constitution and members of the Constituent Assembly for giving the country its Constitution. Harichandan said the Indian Constitution is the best Constitution in the world and said the Constitution gives protection to its citizens under the Fundamental Rights such as equality before the law and equal protection of the law. The Governor said this is the day that awareness is created among the people of the country about their rights and duties laid down under the Constitution. Later, the Governor administered the Pledge on Fundamental Duties enshrined the in Constitution under Article 51A.

The programme started with the Governor, Chief Justice of AP High Court Justice J.K. Maheswari, Panchayat Raj Minister Peddireddi Ramachandra Reddy, Civil Supplies Minister Kodali Venkateswara Rao (nani) Chief Secretary Smt. Nilam Sawhney, DGP Gautam Sawang, MLA Malladi Vishnu paying floral tributes to Dr. B.R. Ambedkar, Father of the Constitution. Chief Secretary Smt. Nilam Sawhney, High Court Chief Justice Justice J.K. Maheswari also addressed the gathering. Students of Nitya Kala Nilayam, presented dance performances on the occasion. Judges of AP High Court, Krishna Collector A.Md. Imtiaz, Commissioner of Police T. Dwaraka Tirumala Rao, students of SRR & CVR college, takshasila ias academy from the city have also participated in the programme.
