Press Note and Photos- The inaugural function of 23 new DLSAS in the State of Telangana

On the recommendation of the Hon’ble High Court for the State of Telangana, the Government of Telangana has issued Orders establishing (33) Judicial Districts in the State of Telangana co-terminus with the Revenue Districts and the new Judicial Districts started functioning with effect from 02.06.2022.

After bifurcation of the erstwhile State, the Telangana State Legal Services Authority was functioning with (11) DLSAs and (88) Mandal Legal Services Committees.

     Prior to the establishment of new Judicial Districts, the Mandal Legal Services Committees were functioning under the supervision of existing 11 DLSAs in the State and as such 23 new DLSAs are to be constituted in place of Mandal Legal Services Committees which were functioning at the Head Quarters of the new Judicial Districts by de-notifying those Mandal Legal Services Committees. 

As per the directions of the Hon’ble the Chief Justice & Patron- in-Chief, and Hon’ble Executive Chairman, TSLSA, this Authority has addressed a letter to the Government of Telangana, requesting for constitution of 23 District Legal Services Authorities and also to sanction necessary staff and budget.

    Accordingly the Government of Telangana was pleased to constite the following 23 new District Legal services Authorities in the State :

1. Kumarambheem-Asifabad District
2. Mancherial District.
3. Nirmal District
4. Rajanna-Siricilla District.
5. Jagitial District
6. Peddapalli District.
7. Bhadradri-Kothagudem District.
8. Jogulamba-Gadwal District.
9. Nagarkurnool District
10. Narayanpet District.
11. Wanaparthy District.
12. Medak District.

13. Siddipet District.
14. Suryapet District
15. Yadadri Bhuvanagiri District.
16. Kamareddy District.
17. Medchal-Malkajgiri District.
18. Vikarabad District.
19. Jangaon District.
20. Jayashankar Bhupalpally District.
21. Hanumakonda District.
22. Mulugu District.
23. Mahabubabad District.

      In this regard, the Hon’ble Chief Justice, High Court for the State of Telangana & Patron-in-Chief, Telangana State Legal Services Authority and Hon’ble Executive Chairman, Telangana State Legal Services Authority, inaugurated the newly constituted 23 District Legal Services Authorities in the State of Telangana, on 2 nd January, 2023 at 9.45 AM from the Central Hall, High Court for the State of Telangana, and addressed the gathering on this occasion.

        Hon’ble Executive Chairman, Telangana State Legal Services Authority, while addressing the gathering, stated that the Legal Services Institutions are constituted under Legal Services Authorities Act, 1987 with an objective to provide legal services to the weaker sections of the society and to ensure that opportunities for securing justice are not denied to any citizen by reason of ecomonic or other disabilties, to organize lok adalats both pre-litigation and pending litigation cases and to conduct awareness programmes to disseminate legal awareness among the general public. His Lordship further stated that from today onwards, 23 new District Legal Services Authorities will start functioning. His Lordship also shared the achievements made for the last one year during the period from January, 2022 to December, 2022.

Hon’ble Chief Justice, High Court for the State of Telangana & Patron- in Chief, Telangana State Legal Services Authority while addressing on this occassion, stated that the shortcomings which we have noticed in the previous year will be able to achieve with this optimism and delighted to virtually inaugurate 23 new District Legal Services Authorities.

His Lordship said that Legal Aid is a part and parcel of our Judicial System. Legal Services Authority is a three tier system, NALSA is the apex level, then State Legal Services Authority at State level and District Legal Services Authority at District level.

   His Lordship thanked the administration and Government of Telangana for extending their cooperation in creation of 23 District Legal Services Authorities in such a short time and said that it is a momentous occasion. His Lordship said that Legal Service is not a charity but it is our Constitutional duty on each of us i.e., Judges, Lawyers, Legal Aid Counsels, PLVs, which are constitutional duties to provide legal aid and Constitutional right. The main endeavour of the Legal Services Authorities is to provide access to justice to last citizen of the State.

His Lordship said that the DLSAs will duly assist our State Legal Services Authorities and in the last three (3) Lok Adalats, we have performed exceedingly well and hoped that under the able leadership of Hon’ble Executive Chairman, TSLSA, we will achieve the goal.
