Budgets out in Telugu States: Secrecy thrown to winds?

There appears to be a budgetary outlay competition between the Telugu States of Andhra Pradesh and Telangana. In the two budgets presented by the States, Telangana, which had massive surpluses to start with, had overtaken Andhra outlay in the second budget itself. This is despite the fact that AP is a bigger State having greater population. For the third budget, Telangana Chief Minister K. Chandrasekhar Rao is understood to have advised his Finance Ministry that the budget outlay should be so drawn that it should leave Andhra Pradesh way behind. While in the second budget Telangana had taken a lead of over Rs.2000 crore over AP's budget, the coming budget is expected to exceed by over Rs.10,000 crore over AP's. The third Telangana budget is said to have an outlay of Rs.1.4 lakh crore, of which planned expenditure is put at Rs.62,000 crore and non-planned expenditure is said to amount to Rs.78,000 crore to Rs.80,000 crore. In contrast, Yanamala Ramakrishnudu, AP Finance Minister, is said to be struggling to stretch the budget to Rs.1.3 lakh crore. This means that the AP budget would be less by Rs.10,000 crore compared to Telangana. A curious thing about budgets are they are supposed to be secret in nature. But the way Telangana and AP are going about budgetary plans, it would seem that they are in fact willy-nilly informing those interested in the budgets to manipulate the provisions. With secrecy to the winds, a question might be asked by the common man, why fix a date raising people's expectations when it is already known to brokers?
