CV Anand Lists Steps To Tone Up Civil Supplies Dept
Hyderabad: Civil Supplies Commissioner CV Anand, IPS, has said he brought about radical changes in the Department within five months. He said the Department abolished deputations to the head office immediately after the division of districts.
“We brought change in the attitude of millers through continuous deliberations with them”, he stated. He also said Rs 800 crore saved while setting up e-posts and biometric machines in ration shops and also fixed GPS equipment to 1,150 vehicles to see that the ration rice was not to be diverted. The commissioner also said he controlled the irregularities in purchase of gunny bags. The Department was setting up five new wings to improve the civil supplies system and as part of it, the department set up social media center, whatsapp control room.
CV Anand said he took charge of Civil Supplies, a totally new subject on August 20 last year and manning Legal Metrology too. He said he has been able to motivate department officers and stakeholders to think differently and bring in changes. The Department deals with the procurement and distribution of PDS rice and other essential commodities to the poor and the burden of the State Government increased with 100% DCP (Decentralized procurement). Being an expenditure department, there will always be financial constraints.
Anand said the Civil Supplies Corporation has Rs 10,000 crore turnover every year but 46.41% vacancies are severely hampering its performance. The Accounts were neither audited nor submitted to the Centre since 2011. MSP operations of the Corporation are carried out on the basis of Cash Credit of SBI, on which 11.01% interest has to be paid and are reimbursable by GOI.
