The NDA government’s primary responsibility is to ensure smooth functioning of both the houses of the Parliament. The Speaker has a constitutional mandate to take any action to ensure that the House is in order and proceedings are taken up. Prof Nageshwar says the Modi government is scared of taking up voting on no-confidence motion despite having majority in the Lok Sabha as several regional and national issues will come up for debate which would expose the NDA government. The central government wants to avoid criticism by opposition, when the ensuing general elections are closing in.
