YCP challenges Swiss Challenge adopted by ruling TDP

Rubbishing the obsession of the Chandrababu Naidu government with the Swiss Challenge mode, the YSR Congress said on Saturday that the TDP had been treading a different path which went against the state's interests and that the methodology of the bidding had drawn flak from various quarters.

‘Dr Vijay Kelkar Committee Report on Public Private Participation (PPP) has strongly opposed the Swiss Challenge mode, as it lacks transparency and goes against the state’s interest. The mode was written off by the Committee in the report submitted to the Department of Economic Affairs, Finance Ministry, recently,’ party senior leader Botsa Satyanarayana told reporters in Hyderabad.

The Committee comprising eight eminent personalities had also said the bidding process would be unfair and the Swiss Challenge method was not suitable to the country, as it lacked transparency and equal opportunity.

`Why then Chandrababu is going against the rule of the land and has agreed to give the capital region development to Singapore companies on Swiss Challenge mode is questionable and the vested interests are very much in the open.

`This apart the Chief Secretary too has commented that there is a Supreme Court ruling against the Swiss Challenge mode, as it is detrimental to the state interests,’ he said.

The TDP government had opted for it to favour its coterie. `We are not opposed to the capital formation, but we are opposed to the MoUs which are harmful to the national and state interests,' he added.

Chandrababu Naidu had earlier said that it was the Singapore government that is building the capital, but later it was categorically stated that private companies had signed the MoUs and the government had nothing to do with capital formation.

The TDP had also included a clause that in future if the government changed, the MoUs cannot be changed and the state had to pay a heavy penalty for the exit. This is ridiculous, he said.

`We demand that the TDP Government should follow the rule of the land and follow the set guidelines, shun Swiss Challenge method and call for global tenders and infuse transparency into the capital city formation and development of infrastructure,' he said.
