The Indian Government is talking about smart cities and it rolled an action plan and funds to make around 100 cities across the country smart. Cities around the world are spending billions of dollars on smart-technology and have a network of systems that promise to make our cities safe and connected. But there are concerns about who will control these systems and who will own the data they produce. Al Jazeera's technology editor Tarek Bazley reports from Barcelona, the newly crowned world's smartest city.
