BJP loses nerve on SCS to AP, issues whip

A confident BJP that was gearing to move the Goods and Services Taxes Bill this week suddenly realized that its moorings were at stake following the denial of Special Category Status to Andhra Prdesh, the discussion on which saw all opposition parties coming to uphold the SCS demand put forward by KVP Ramachandra Rao of the Rajya Sabha.

Sensing danger if a vote is pressed on the bill on alternative Friday this week, the BJP issued a whip to all its MPs to be present in Parliament this week. Moreover, a vote on the KVP Bill would mean its losing the support of its alliance partner the TDP.

Congress vice-president Rahul Gandhi had already issued a whip to his party MPs to be present in the Rajya Sabha for a discussion and possible voting on the KVP Bill.

All the opposition parties made it a point during the Rajya Sabha discussion to point out to the BJP treasury benches that a promise made on the floor of the House by the outgoing Congress government had to be honoured by this government. The BJP had no excuse not to implement the SCS.

Considering all possible permutations and combinations, the BJP leaders realized the sudden danger to its government if the Upper House secures a vote on the KVP Bill and goes on to vote out the BJP contention. Already the BJP was arguing that a Private Member Bill cannot be converted into a money bill. But the Upper House had the paramount power to decide on the KVP Bill.

If the left parties join the fray, which they would, the BJP-led government game is up to deny the SCS to AP.

Sensing the danger, the BJP issued the whip to prepare for a fight, which may lead to its defeat in the Upper House.
